How To Conduct A Research In DKI Jakarta Area: My Experince

Everyone speak about research, but do they know how to have a permit for their research? This article will try to explain on how to conduct a research especially in DKI Jakarta based on my experience in my previous research with University of Indonesia urban studies graduate program.

There are many requirements if you want to conduct research. But first we have to know who is the authority or division in our local government that grant a permit to do a reseach. In Indonesia, we called it Kesbangpol (Kesatuan Bangsa dan Politik), and for DKI Jakarta we called it Badan Kesbangpol (Bakesbangpol) DKI Jakarta. In DKI Jakarta Province regulations (Perda DKI) No. 98 year 2009 on Organization and Administration of Badan Kesbangpol, it states that Bakesbangpol has a duty to formulate the policy in the field, to plan, to coordinate, to facilitate, and to do other duties of Kesbangpol including strengthening national integration, developing of democracy and human rights, developing of institutional relationship, and enhancing the public awareness.

In my experience when I have to ask for research permit, the first thing that they would like to ask is how many areas in DKI Jakarta will be researched? Only one or more than one? And each answer will be different in the level of authority who grants a permit.  If you want to conduct a research only in one area, the one who has the authority is Bakesbangpol Kecamatan in your specific research area, however, if you want to conduct a research in more than one areas, Bakesbangpol DKI Jakarta in Balaikota DKI is the right authority. It is similar procedure which stipulates in DKI Governor Law No. 4 year 2011 on The Procedure of Research Permit Service, article 2 paragraphs (1).

After you decide which authority will you ask for permit, then you are required to complete these documents:
1.  A cover letter from the Head of your Department/institution about;
     a.the research;
     b.the team who will conduct the research;
     c.the area(s);
     d.the time; and
     e.do not forget ask to Bakesbangpol to grant a recommendation letter;
2.  A Proposal about your research;
3.  All copy of ID/Student Card which name are mention in the cover letter; and
4.  One of color photo (team leader).

This recommendation letter will be granted after 3 days of work after you submitted your application. But in my experience, it depends on how many application the Bakesbangpol has to process that time. After receiving the recommendation letter, you have to inform your specific area (Kecamatan/Kelurahan/RW/RT) which will be researched so you will have their permission.

That is all. However, if you want to conduct a joint research with your colleague from overseas in DKI Jakarta Area, ideally, you have to follow President Directive No. 100 year 1993 on the Research Permit for Foreigner and also Head of LIPI Directive No. 3550/A/1998 on the Guideline To Grant Research Permit For Foreigners. In that regulations stipulate that every man from overseas that want to conduct a research in Indonesia should have a permit from Head of LIPI. Unfortunately, this procedure was not followed by many researchers from overseas. Because of their strong relationship with one of their University partner in Indonesia, they use their Indonesian partner to do the research, sometimes analyzed, but sometimes not, but in the end they will have the credit if the result of the research is valuable which reminds us with the condition happened in Indonesia when the H5N1 spread in Indonesia. WHO got the virus samples, but Indonesia have to buy the vaccine with the high cost.
